Main Functions and Responsibilities
1. Authorization by the municipal government, in accordance with the “Company Law of the People’s Republic of China” and “the Provisional Regulations Concerning the Oversight and Management of State-owned Assets in Enterprises” and other administrative regulations, to perform the responsibility as an investor, to provide guidelines and move forward for the reform and restructuring of the state-owned enterprises and those enterprises whose controlling stake are owned by the state in our city. To supervise and provide for the preservation and help increase the value of state-owned assets for enterprises under its supervision. To provide guidelines and help to provide for the establishment of modern enterprise system of state-owned enterprises and those enterprises whose controlling stake was owned by the state. To create excellent corporate governance and to proceed to improve the adjustment of the structure and layout of the state economy, thus helping and development for mixed ownership economy of state capital participating stocks, thus achieving the diversify of investment sovereignty.
2. In accordance with related provisions, dispatches supervisors to some enterprises on behalf of the municipal government, takes charge of daily management of the board of supervisors.
3. In accordance with municipal committee provisions, appoints and removes major responsible person of the enterprise and grants rewards or inflicts punishments based on their performances through legal procedures, perfects incentives and restraints system for corporate management.
4. To provide for Supervision and administration for the preservation and increase of the values of all state-owned assets within the supervision of State-owned Assets Supervision and Administration Commission of Xian Municipal Government, through statistics and auditing; thus establishing a perfect index system for the preservation and increase of the values of state-owned assets, and to work out an assessment criteria; therefore safeguarding the rights and interests of the investments of state-owned assets.
5. In charge of acquiring the earnings and transfer of property rights of national assets in investments of enterprises, and manage the earnings in usage ,safeguards the rights and interests of the investments of state-owned assets.
6. To provide Implemention of laws and administrative regulations for the management of the state-owned assets of the state and the provincial government, to help on formulation and implemention of local measures and regulations, guidelines and provide supervision to state-owned assets management for county and development area.
7. Keep the stability of supervised enterprise.
8.Undertakes other tasks assigned by the municipal government.
