The State-owned Assets supervision and Administration commission of the Xian Municipal Govt was founded in February 2005. The Main Responsibilities are: Firstly: Authorisation by the municipal government must be in accordance with the "company law of the people's replublic of china" and other administrative regulations, the State-owned Assets supervision and Administration commission of the Xian Municipal Government performs the responsibility as the investor, guides and pushes forward the reform and restructuring of state-owned enterprises; supervises the preservation and increment of the value of state-owned assets for enterprises under its supervision, push forward the strategic adjustment of the structure and layout of the State-owned economy. Secondly, dispatches Supervisor to state-owned enterprises and enterprises whose controlling stake was owned by the state on behalf of the state. Thirdly, appoints and removes major responsible person and grants rewards or inflicts punishments based on their performances through legal procedures for state-owned enterprises and enterprises whose controlling stake was owned by the state.
We should carry out the Theory of Scienctific Development and firmly build up the state-owned assets’s investments accurately with regards to the right locality. We should perform the functions and duties according to law. We will proceed ahead with State-owned assets re-organization. We need to Expedite enterprise changes in the system of urban communal enterprise in xian , and also enlarging the adjustment of the layout and structure of the state sector of xian city, esstablishing the new system of State-owned Assets Supervision and Administration of Xian, Ensuring the maintenance and increment of the values of the state assets.
We will provide authorization for the related asset management companies within the plan and to establish a system for operation of State assets in our city. We shall also establish a correct policy of law mechanism for the supervision of all State-owned assets and the reform of State-owned enterprise,.The focus is on perfecting the system of construction of policy & the regulations in investments decision and stock management. To also ensure the work of the supervision and control of State-owned assets and the reform of the State-owned enterprises by law, and therefore establish a standardized operation system. We will strengthen the overall system for state assets, a sound system for performance evaluation and to speed up the construction of modern enterprise systems.
